The APSM places particular emphasis on participatory origin of the request for intervention.


To do this, written requests from people and initiative
partners and local officials are primarily processed. However, this
approach does not preclude the initiative of the NGO, following certain information
health and / or hygiene sanitation.
 
Implementation of operations is done according to the following process:
- Social mobilization
- Development and signing of collaboration agreement with various actors
- Organization of beneficiaries for the implementation of actions
- Capacity building of beneficiaries, to support actions
- Planning and implementation of activities
- Participatory monitoring and evaluation of activities
- Action research.
 
The APSM opted for a strategy of empowerment of target groups. To do this, it
is given five years of presence in the locality, including 3 years of intensive interventions
and 2 years of support for withdrawal. At the beginning of any work, when
the decision is made, people are informed of the duration and the principles of
exit strategy. The NGO strives to prepare and succeed in this strategy
focuses on three main areas:
 
- Maximum intervention of the NGO: during the first years
APSM is for the initiation phase, the implementation of activities is
provided by agents of the APSM working with target groups through management committees and relays villagers receive training
qualifications, with a view to preparing them for their future missions. a
charter of responsibilities is developed to determine allocations
each party to the execution of which each will be evaluated. all
enforcement activities operations, monitoring / evaluation are made
closely with the various stakeholders.
 
- Minimum Intervention: At the end of the first three years, officers
the APSM beginning to emerge from the implementation of activities in favor of
relay villagers formed (management committee, health committees, health mutuals).
Thus they become responsible for the actions and acts of APSM
advisor, trainer and facilitator.
 
- The final withdrawal: it takes place at the end of the fifth year of operation. this
withdrawal does not mean final departure of the NGO, because it remains open to
communities to support any advice or referrals to other structures
development. A final evaluation of the actions punishes the whole process
after which recommendations are made to the community.
